Asthma Committee Report January 2008
AAP Endorsed Principles on Access:
- Every child must have quality health insurance.
- Health insurance should be a right, regardless of income, for all children, pregnant women, their families, and ultimately all individuals.
- All health insurance plans should have a comprehensive age appropriate benefits package such as that of the American Academy of Pediatrics (AAP).
- All children should have access to primary care pediatricians, pediatric medical subspecialists, pediatric surgical specialists, pediatric mental and dental professionals, and hospitals with appropriate pediatric expertise.
- All health plans should have payment rates that assure children receive all recommended and needed health services.
- Health insurance should be fully portable and provide continuous coverage.
- Administrative aspects should be streamlined and simplified.
- Families should have a choice of clinician(s).
- Health plans should complement and coordinate with existing maternal and child health programs to ensure maximum health benefits to families.

Committee Report January 2007
Goals of this Committee are:
- All children and youth with special health care needs will be identified through early and continuous screening
- All children and youth with special health care needs receive family-centered, comprehensive, coordinated, culturally-effective care within the context of a Medical Home
- Youth with special healthcare needs are transitioned to adult health care services
The Committee works to accomplish these goals by promoting education and learning
opportunities for pediatricians, other health care providers, and children and
youth with special health care needs and their families.
Recent activities of this Committee have focused on promotion of the Medical Home concept
through a Medical Home Summit and creation of the Wisconsin Medical Home toolkit available
at www.wimedicalhometoolkit.aap.org; youth
transitions; and developmental screening. Efforts continue to promote early hearing detection
and intervention in Wisconsin. In 2007, the Committee will continue to promote the Medical Home
concept in partnership with Family Voices of Wisconsin, Parent to Parent of Wisconsin, the
Regional CYSHCN Centers and other key statewide partners. See the attached 2006 CYSHCN Committee
